The First International Valuation Conference Hosted By Japan Valuers Myanmar Co., Ltd.

The first International Valuation Conference, “Role and Importance of Valuation in Myanmar – Today, Tomorrow and Future”, which was held at Rose Garden Hotel on June 18, 2019 was successfully accomplished. We do thank you all 160 participants who attended the conference yesterday. We appreciate your time and interest in our conference about valuation.Your presence helped to make this event a great success and your enthusiasm and positive spirit helped make our time together both productive and fun. Property Benchmark Prices for Year 2018-2019 (Mandalay Region)

Mandalay Benchmark Price Release for Year 2018-2019 and Summary Notes

Mandalay, the former royal capital, is the second largest city in Myanmar after commercial city, Yangon.

The real estate sector in Mandalay is also second most developed besides Yangon City due to its dense population and the city’s historical characteristics.  The topography of Mandalay City is in a rectangular shape, therefore, the roads are stretching from North to South and East to West shaping square plots of lands between the roads.

Mandalay is also different from Yangon in regard to land pricing term. Since the land plots in Mandalay are divided are in the formatted sizes such as (40*60 Ft, 60*80 ft , 60*120 ft and etc). The land prices in Mandalay are mentioned as price per land plot than the prices per square foot. In Mandalay Property Benchmark Price Report by IRD (Internal Revenue Department), all the land prices are originally described by acre measurement, however, in the report, we have change the pricing format into price per square foot basis to be consistent with the previous benchmark results. We have also learned that in Mandalay, the land price can generally be varied based on the width of the facing side, the shape and utilization of the land.   After analyzing the benchmark data, we have learned that the overall land prices in Mandalay for the year 2019 has significantly dropped from 20% to 50% in comparison with last year’s data. The highest land prices can be found on 26th Street, 30th Street and 73th street of Chan Aye Tharzan Township with 234,160 MMK per square foot.

No fluctuation is found for the year 2017-2018 benchmark data and the year 2018-2019 benchmark data for Apartment prices in Mandalay. Apartment prices for Mandalay are categorized by floor difference from ground floor till 10th floor and the highest apartment price on main road is 50,440 MMK per square foot for ground floor and 14,477 at the lowest for the 10th floor on main road.

မႏၱေလးျမိဳ႕သည္ ေရွးမင္းမ်ိဳးမင္းႏြယ္တို႔၏ျမိဳ႕ေတာ္ျဖစ္ခဲ့ျပီး ရန္ကုန္ျမိဳ႕ၿပီးလွ်င္ျမန္မာႏိုင္ငံတြင္ဒုတိယအဖြံ႔ၿဖိဳးဆုံးၿမိဳ႕ၿဖစ္သည္။ လူဦးေရထူထပ္ျပီး သမိုင္းဝင္အခ်က္အလက္မ်ားေၾကာင့္ အိမ္ျခံေျမအပိုင္းတြင္လည္း ရန္ကုန္ႏွင့္မတိမ္းမယိမ္းအေျခအေနတြင္ရွိသည္ကိုေတြ႔ရိွရသည္။ၿမိဳ႕၏ေျမမ်က္ႏွာသြင္ျပင္သည္ေထာင့္မွန္စတုဂံပုစံရွိသျဖင့္လမ္းမ်ားသည္ေျမာက္မွေတာင္သို္႔လည္းေကာင္းအေရွ႕မွအေနာက္သို႔တန္းမတ္စြာရွိေနျပီး ထိုလမ္းမ်ား၏ၾကားတြင္ေလးေထာင့္က်က်ေျမကြက္မ်ားကိုၿဖစ္ေပၚေစသည္။ မႏၲေလးျမိဳ႕၏ေစ်းကြက္အသံုးအႏွဳန္းမ်ားသည္ ရန္ကုန္ႏွင့္ ကြာျခားျပီး ေျမကြက္မ်ားကို (၄၀*၆၀ ေပ၊ ၆၀*၈၀ ေပ၊ ၆၀*၁၂၀ ေပစသည္ျဖင္႔) သတ္မွတ္အကြက္ခ်ထားသည္။ ေျမေစ်းမ်ားကိုလည္းတစ္ေပပတ္လည္အစား ေျမကြက္တစ္ကြက္ တန္ဖိုးျဖင့္သာ ေဖာ္ျပထားသည္။ ျပည္တြင္းအခြန္မ်ားဦးစီးဌာနမွထုတ္ျပန္ထားေသာ မႏၱေလးကာလတန္ဖိုးသတ္မွတ္ေပးသည့္ေျမကြက္ေစ်းႏွဳန္းမ်ားသည္ ဧကအလိုက္ျဖင့္ ေဖာ္ျပထားျပီး ယခု ထုတ္ျပန္ေၾကညာခ်က္တြင္ တစ္ေပပတ္လည္ႏွုန္းျဖင့္ ေျပာင္းလဲေဖာ္ျပထားပါသည္။  မႏၲေလးျမိဳ႕တြင္ ေျမကြက္မ်က္ႏွာမူထားေသာ လမ္းမအက်ယ္အဝန္း၊ ေျမကြက္ပံု ႏွင့္ ေျမကြက္အသံုးျပဳမႈတို႔ေပၚမူတည္၍ ေစ်းႏွုန္းမ်ား အေျပာင္းအလဲရွိသည္ကို ေလ့လာေတြ႔ရွိရသည္။ ၂၀၁၇-၂၀၁၈ ထုတ္ျပန္ခ်က္ႏွင့္ ႏိႈင္းယွဥ္လွ်င္ ၂၀၁၈-၂၀၁၉ တြင္ ေျမကြက္တန္ဖိုးမ်ား  ေယဘုယ်အားျဖင့္၂၀% မွ ၅၀%အထိ သိသိသာသာက်ဆင္းသြားသည္။ အျမင့္ဆံုးေစ်းႏႈန္းမ်ားကို ခ်မ္းေအးသာဇံရွိ ၂၆လမ္း၊ လမ္း ၃၀ ႏွင့္ ၇၃ လမ္း မ်ားတြင္ေတြ႔ရွိရျပီး စတုရန္းတစ္ေပလွ်င္ ၂၃၄၁၆၀ က်ပ္အထိရွိသည္။

တိုက္ခန္းေစ်းမ်ားသည္ ၂၀၁၇-၂၀၁၈ထုတ္ျပန္ခ်က္ ႏွင့္ ၂၀၁၈-၂၀၁၉ထုတ္ျပန္ခ်က္အၾကားေျပာင္းလဲမႈမရွိပါ။ တိုက္ခန္းေစ်းႏႈန္းမ်ားကို ေျမညီထပ္မွ ၁၀ လႊာအထိသတ္မွတ္ျပင္ဆင္ထားျပီးအမ်ားဆံုးေစ်းႏႈန္းမွာ လမ္းမၾကီးမ်ားတြင္ တစ္ေပလွ်င္ ေျမညီထပ္ ၅၀၄၄၀ က်ပ္ ရွိျပီး အနဲဆံုးေစ်းမွာ ၁၀လႊာ ၁၄၄၇၇ က်ပ္ ရွိပါသည္။

International Revenue Department (IRD) in Myanmar released property benchmark prices for Pyin Oo Lwin Town in June, 2019. Pyin Oo Lwin, formerly and colloquially referred to as Maymyo, is known for recreational weather and its scene of Colonial houses in Mandalay Division. It covers a total of 763.74 Square miles and the current population is approximately over 0.17 million. Pyin Oo Lwin administratively consists of 21 wards and a few villages. Pyin Oo Lwin used to be popular for making investments with high land prices around Kan Daw Gyi and Kan Daw Lay Lake and the land of the villages outside of town had raised prices to a great deal due to the Cyber City project and University of Yadanabon Cyber City opened. Meanwhile in these few years, prices in Pyin Oo Lwin has fallen and transaction has been stable. In 2019, tax rates for real estate has reduced from the last year, sale transactions are expected to increased. Compared to last year, the benchmark land prices have fallen to 40% in most areas. The highest prices can be found on the main road of Ward (2), (3), (4), (5), (6) and are in a range from 43,388 MMK to 74,380 MMK per square foot. The apartment prices remain the same, however, the apartment prices were only upgraded till fourth floor. However,  the benchmark prices are referenced for the tax purpose only. The actual market prices could be relatively higher than the benchmark prices described in the report.

၂၀၁၈-၂၀၁၉ဘ႑ာႏွစ္ ျပင္ဦးလြင္ျမိဳ႕နယ္ အိမ္ၿခံေျမက႑အတြက္တန္ဖိုးသတ္မွတ္ေပးမည့္အစီရင္ခံစာကို ျပည္တြင္းအခြန္မ်ားဦးစီးဌာနမွဇြန္လတြင္ထုတ္ျပန္ခဲ့သည္။ မႏၱေလးတိုင္းတြင္တည္ရွိျပီး အရပ္သံုးစကားအရ ေမျမိဳ႕ဟုလည္းေခၚတြင္ေသာ ျပင္ဦးလြင္ျမိဳ႕သည္ ေနထိုင္ရန္ေကာင္းမြန္ေသာျမိဳ႕ျဖစ္ျပီး ကိုလိုနီေခတ္အေဆာက္အဦးမ်ား၏လွပေသာ ျမင္ကြင္းမ်ားေၾကာင့္လည္း လူသိမ်ားေသာျမိဳ႕တစ္ျမိဳ႕ျဖစ္သည္။ လက္ရွိ ျပင္ဦးလြင္အား ရပ္ကြက္ေပါင္း (၂၁) ခုႏွင့္ ရြာအခ်ိဳ႕ျဖင့္ဖြဲ႕စည္းထားျပီး  ဧရိယာ အက်ယ္အ၀န္း စုစုေပါင္း၇၆၃.၇၄ စတုရန္းမိိုင္ရွိကာ လူဦးေရ၁.၇ သိန္းေက်ာ္ ေနထိုင္လ်က္ရွိပါသည္။ ျပင္ဦးလြင္ျမိဳ႕သည္ ေနထိုင္ရန္အလြန္ေခတ္စားေသာျမိဳ႕ျဖစ္ခဲ့ျပီး ကန္ေတာ္ၾကီး ႏွင့္ ကန္ေတာ္ေလး ပတ္လည္ရွိေျမေစ်းမ်ား အလြန္ျမင့္တက္ခဲ့သည္။ ျပင္ဦးလြင္ျမိဳ႕ျပင္ရွိ ရြာမ်ားသည္လည္း ရတနာပံုဆိုင္ဘာစီးတီးတကၠသိုလ္စတင္ဖြင့္လွစ္ျပီးေနာက္ အိမ္ျခံေျမေစ်းမ်ား မ်ားစြာတက္လာခဲ့သည္။ ယခုႏွစ္ပိုင္းမ်ားတြင္ေတာ့ ျပင္ဦးလြင္အိမ္ျခံေျမေစ်းမ်ား က်ဆင္းလာ၍ အေရာင္းအဝယ္မ်ားျငိမ္လ်က္ရွိသည္။ ၂၀၁၉ တြင္ အခြန္ေငြမ်ားေလ်ာ့လာေသာေၾကာင့္ အေရာင္းအဝယ္မ်ားျမင့္တက္လာမည္ဟု ခန္႔မွန္းရသည္။ မႏွစ္ကႏွင့္ ႏိူင္းယွဥ္လွ်င္ အိမ္ျခံေျမစည္းက်ပ္တန္ဖိုးမ်ား ၄၀% အထိ ေနရာအေတာ္မ်ားမ်ားတြင္က်ဆင္းသြားခဲ့သည္။ အျမင့္ဆံုးေစ်းမွာ တစ္ေပလွ်င္ ၄၃၃၈၈ က်ပ္မွ ၇၄၃၈၀ က်ပ္ထိရွိျပီး ရပ္ကြက္ၾကီး (၂)၊(၃)၊(၄)၊(၅)၊(၆) ရွိလမ္းမၾကီးမ်ားတြင္ေတြ႕ရသည္။ တိုက္ခန္းေစ်းႏွဳန္းထားမ်ားေျပာင္းလဲျခင္းမရွိေသာ္လည္းတိုက္ခန္းေစ်းသတ္မွတ္မွဳတြက္ ၄လႊာအထိသာၿပင္ဆင္ထားသည္ကိုေတြ႕ရသည္။သို႕ေသာ္လည္း အဆိုပါ ကာလတန္ဖိုးသတ္မွတ္ခ်က္မ်ားမွာ ၀င္ေငြခြန္တြက္ခ်က္ရာတြင္ရည္ညႊန္းရန္အတြက္သာျဖစ္ျပီး အမွန္တကယ္ ေစ်းကြက္ေပါက္ေစ်းမွာ အနည္းငယ္ေျပာင္းလဲမွုရွိနိုင္ပါသည္။ ၂၀၁၈-၂၀၁၉ခုႏွစ္ ျပင္ဦးလြင္အတြက္ သတ္မွတ္ထားေသာအိမ္ျခံေျမကာလတန္ဖိုးမ်ားအား ေလ့လာရန္အတြက္ ေအာက္တြင္ေဖာ္ျပထားေသာ လင့္မ်ား တြင္ၾကည့္ရွဳနိုင္ပါသည္။
